Forum 5 Forum 5 The merit system principles act as a guiding light for all human resource management entities in the world. They assist managers and all top-ranking officials in an organization to find out some of the crucial elements needed to deal with employees. The principles and other prohibited personnel practices offer employees an avenue to seek and find ways in which they can make their lives better in an organization. This means that every employer and employee must find ways in which to approach each other and these principles might guide them to do it properly (Grunman, 2010). This paper will examine how management and staff members can recognize these principles, and use them to effectively serve their organizations and the general public.
Employees and managers need to recognize these principles and one of the countless ways to do this is through organization or company policy. The human resource department present in an organization is responsible for the recruitment, training, and hiring of personnel. Once this process takes place, it is their duty to provide hired employees with the guiding principles in order for them to comprehend the organizational culture. Moreover, the operations of the organization may also be an indicator for employees on some of the prohibited personnel practices (Grunmann, 2010).
If the recruitment, training, and hiring of employees does not seem fair, then there is a clear violation of the proper functions of management in the organization. Employees are given mandates to act in certain ways when it comes to their different operations in public office. This means that the desires of the public supersede their desires, and they need to put them first. The ethics approach is the most basic of all mandates given to employees in the public sector. They need to carry out their responsibilities with professionalism, thus; creating a public sector that is trustworthy and competent. However, there needs to be some re-examination of some mandates. One of the most crucial practices that need evaluation is the aspect of supervision. Supervisors are being given autonomy over other employees, and this sometimes brings about some personnel practices that do not favor the employee or the person(s) being served (Starling, 2010).
In conclusion, the merit principles can determine whether an organization serves its purpose in society, or not. It is through these principles that people, especially those in the public sector, can protect the integrity of their professions and that of their organizations. In so doing, they guarantee continuous work ethics, which then foster exceptional relations among all the parties involved in the running of operations (Starling, 2010).
